In what sense the privilege of RESERVATION is necessary for
promotion to Scheduled Caste(SC),Scheduled Tribe(ST) and Other Backward
Caste(OBC).During the implementation ot the Constitution of India, the
aforesaid classes were provided the facility for their development. And the
period was fixed of ten years. This provision started getting extensions incessantly
for the same period of time thereafter
since 1950 and is still continuing. A relevant question arises in this context:
Aren’t those sections of the society able to stand on their own till now? If it
is, then what is the reason behind. The
conclusion simply is there might be (rather is) lacuna within the system. Does the system still feels helpless to
provide the ambience that the reservation is needed even for the promotion?
The Central Government has put the draft in this connection
on the Parliament’s table. The government is also highly concerned. Some
Opposition parties have also extended their support. Here the question is how
it is justified. The goal of the provision is being either distorted or
confusing. What has been with the RESERVATION for approximately seven decades?
Its just a matter of shame that the several parties /coalition governments have
fooled the republic. It has just been a means for the parties of their
political melodrama. I want to mention one thing in this context; Politics is
indeed a nice thing but politicizing is extremely perilous (often proved too). In
the system prevailing here it is in vogue. Again, the word system comes.
I want to clarify that despite being a good system the reign might be disappointing
(rather despondent).Because all depend upon how it is being handled (operated)
and managed. It just means that they are yet deprived of it.
On the other hand, those who are in sound position taking
most of its benefits. Why such happens? Why this discrepancy exists? It is hard
fact that is a huge one. There is enough diversity. The most common excuse ‘it
would take time’ won’t do. Again the question appears: How long? Isn’t seven
decades enough? Until 1967 there were sixteen (16) states in our country which
has increased to twenty-nine(29).Once the excuse that in the case of large
states, the benefits and requirement take time to reach to all. What would the
government say now when number of states have been decreased in shape and size?
So, the excuse appears to be quite impertinent.
Regarding this, one shouldn’t hesitate to say that the
ruling class symbolizes a VULTURE.I do agree there are only two classes in the
world: one is work providing and the other is working class. But why such a
huge gap between the both. One earns millions a month and the other has to
sleep empty-stomached. The ruling class has become more or less a puppet of the
capitalists. Those who talk about the development and improve the condition of
down-trodden are also not honest to their words.
The reservation is being justified by most of the political
parties. The leaders are talking about the reservation in promotion. Why is it
needed in promotion? Why not be decided on the basis of performances? Isn’t
anyone competent to perform on his/her own? Its obviously a spoon-feed. Its
evident that the reservation, which starts from the education, must be
continued till the one reaches to the pyre. Obviously it is
the only motive of the government(s).
Again there is a question about the system. Isn’t it
competent enough to judge one’s capability and unable to provide the minimum requirement?
Mr. Nitish Kumar, the Chief Minister of Bihar says in an overconfident, rather
challenging mode: If the privilege for reservation in promotion is not
bestowed, then it won’t be a complete social justice.
The motive of all the political leaders is not to improvise
the condition of the suffering class but obviously a political gain. The one
and only conclusion which can be drawn is ALL A POLITICAL GIMMIC.
The most important, rather significant, matter concerning to
the public is EDUCATION. It is evident
that the government institutions are shrinking/sinking whereas the private ones
are thriving in abundance. The commoners are quite concerned with the
indifferent attitude of the government. Most of them are deprived of the
facilities for their improvement and development. It is obvious that the non-governmental
institutions would try to make their money more and more. It seems that nexus between the government and the capitalists are
getting more and more intimate.
It is a hard fact that now the country’s population is above 100 millions. But this excuse doesn’t seem
logical that the growing population is the big obstacle in the way of PROGRESS.
Just like a ruined parlour with
a shinning façade.
